Safety Color Codes Explained: What OSHA and ANSI Colors Actually Mean
Color coding only works if everyone reads it the same way. That is the whole mechanism. A yellow stripe on the floor does nothing on its own — it works because the person walking toward it has been trained to slow down, and because the yellow stripe twenty feet away means the same thing. The moment two people in the same building read the same color differently, the system stops being a safety control and starts being decoration.
The problem is that American industrial facilities run several overlapping color systems at once, and they do not agree with each other. A federal regulation defines two colors narrowly. A voluntary consensus standard defines eight. A separate ASME standard assigns a completely different set of meanings to some of the same colors on pipes. On top of that sits decades of shop-floor convention that most people assume is law but is not. Here is what each system actually says, and which parts are legally enforceable.
What OSHA actually requires
OSHA's dedicated color standard, 29 CFR 1910.144, is much narrower than its reputation. It is titled "Safety color code for marking physical hazards," and it covers exactly two colors.
Red is designated the basic color for identifying fire protection equipment and apparatus, for danger, and for stop. The specific mandates under "danger" are concrete: safety cans and other portable containers of flammable liquids with a flash point at or below 80 °F must be painted red with either a yellow band around the can or the contents stenciled in yellow; red lights must be provided at barricades and temporary obstructions; danger signs must be painted red. Under "stop," emergency stop bars on hazardous machines such as rubber mills, wire blocks, and flat work ironers must be red, as must emergency stop buttons and electrical switches.
Yellow gets one sentence: yellow is the basic color for designating caution and for marking physical hazards such as striking against, stumbling, falling, tripping, and "caught in between."
That is the entire standard. Paragraphs (a)(2) and (b) are reserved. There is no green, no blue, no orange, no purple in 1910.144, and the section cites no ANSI standard.
A second regulation, 29 CFR 1910.145, covers accident prevention signs and tags, and it does specify more colors — but only for signs and tags, not for floors, equipment, or containers. Danger signs use red, black, and white per 1910.145(d)(2). Caution signs have a yellow background with a black panel and yellow letters, per 1910.145(d)(4). Safety instruction signs have a white background with a green panel and white letters, per 1910.145(d)(6). The familiar tag colors — red for Danger, yellow for Caution, orange for Warning, fluorescent orange or orange-red for Biological Hazard — appear in Appendix A to 1910.145(f), "Recommended Color Coding," which is advisory, not mandatory. Biohazard labels are separately mandatory under 1910.1030(g)(1)(i), which requires them to be "fluorescent orange or orange-red or predominantly so, with lettering and symbols in a contrasting color."
Where the rest of the palette comes from
Most of what people call "the OSHA colors" is actually ANSI Z535.1, Safety Colors, currently in its 2022 edition. It is an American National Standard developed through a voluntary consensus process with NEMA as secretariat, tracing back to a 1945 American War Standard.
Two things about Z535.1 are widely misunderstood.
First, it is voluntary. OSHA incorporates it by reference in a very limited way: per the incorporation list in 29 CFR 1910.6, ANSI Z535.1-2006(R2011) is approved for use only in 1910.97(a) and 1910.145(d). It is not incorporated into 1910.144. So the eight-color Z535 palette is a consensus best practice everywhere except sign design and non-ionizing radiation warnings, where a specific older edition is referenced.
Second, since a major revision in 2002, Z535.1 defines the colors and not their uses. It specifies safety red, orange, yellow, green, blue, purple, black, and white in Munsell notations, CIE colorimetric data, chromaticity regions, and color formulas. (Safety gray and safety brown were dropped in the 2017 revision.) The meanings — red for DANGER, orange for WARNING, yellow for CAUTION, blue for NOTICE, green for safety and first aid — are assigned by the companion standards in the series, principally Z535.2 for facility signs and Z535.4 for product safety labels. If someone tells you "Z535.1 says orange means warning," they are close, but the assignment lives one standard over.

Sources disagree on the aisle question. Some compliance references treat yellow aisle striping as an OSHA requirement by reading it through 1910.144(a)(3); the text of 1910.176(a) itself says only "appropriately marked" and specifies neither color nor width. The defensible position is that marking is required, yellow is the near-universal convention, and your written program should state which you use and why.
ANSI Z535.1 is not ANSI/ASME A13.1
This is the single most common conflation, and it matters because the two systems assign different meanings to the same colors.
ASME A13.1, Scheme for the Identification of Piping Systems (current edition 2023) governs pipe markers. Its colors describe pipe contents, not hazard severity:

Read across the two systems and the collision is obvious. Orange means warning under Z535 and toxic or corrosive under A13.1. Green means safety and first aid under Z535 and water under A13.1. Blue means notice under Z535 and compressed air under A13.1.
Note also that OSHA's incorporation of A13.1 is narrow and dated: per 1910.6, ANSI A13.1-1956 is incorporated for 1910.253(d)(4)(ii) (oxygen-fuel gas welding), 1910.261(a)(3)(iii) (pulp and paper mills), and 1910.262(c)(7) (textiles). For a general manufacturing plant, A13.1 is a voluntary consensus standard. Published summaries of it also disagree in the margins — some charts assign gray to steam and condensate and list brown as user-defined, which does not match the current edition's table. Buy the current edition rather than trusting a chart.
Practical rule: keep pipe marking visually distinct from hazard signage. Pipe markers should read as pipe markers, with the legend text present, so no one mistakes an orange pipe band for a WARNING.
Applying color codes with tape
Paint and printed signage make sense for permanent, high-abrasion locations. For everything else, tape is usually the better tool, for three reasons.
Reconfiguration. Plant layouts change. Cells move, racking shifts, a staging area becomes a pick face. Repainting a floor line means grinding, masking, and cure time on a shut-down aisle. Tape goes down in a shift and comes up when the layout changes again.
Temporary hazards. OSHA 1910.145(f) frames tags as devices for hazards that exist "until eliminated." Colored tape fits the same logic: barricading a spill zone, banding a valve during a turnaround, flagging a temporary obstruction. You want a marking that is unambiguous today and gone when the condition clears — not a permanent mark that trains people to ignore it.
Conductor and component identification. This is where color coding is most often misread as code. The NEC mandates conductor colors in only a few places: white or gray for grounded conductors, green or green-with-yellow-stripe (or bare) for equipment grounding conductors, and orange for the high leg of a 4-wire delta under 110.15. The familiar black/red/blue and brown/orange/yellow phase schemes are industry convention, not code. What is required, under NEC 210.5(C)(1), is that in a premises with more than one nominal voltage system, ungrounded conductors be identified by phase or line and by system voltage class at every termination, connection, and splice point — and the code explicitly permits "separate color coding, marking tape, tagging, or other approved means," with the method documented and readily available or permanently posted at each branch-circuit panelboard.
That last clause is the part people skip. The tape is only half the job; the posted legend is the other half.
For phase marking, Identi-Tape's electrical tape is 7-mil (0.007") PVC, all-weather rated, temperature rated to 176 °F, UL Listed, and RoHS and CPSIA compliant, in 3/4" x 66-ft rolls across a full range of colors — enough to run a full phase scheme plus spares without mixing brands mid-project. For floor, rack, bin, and boundary marking, colored vinyl tape runs from 1/4" up to 4" wide, so a hairline bin marker and a full aisle border can come from the same color family. Facilities standardizing across multiple buildings should request a quote for bulk or case orders so every site pulls from the same lot rather than whatever the local supply house had.
Common mistakes
1. Borrowing a color that already means something else nearby. Orange floor tape in a plant room where orange pipe bands mean toxic or corrosive is an unforced error. Before adding a color to your scheme, inventory what that color already signifies within sight of where you plan to use it.
2. Treating convention as regulation in your written program. If your safety manual says "OSHA requires blue for out-of-service equipment," it is wrong, and that error tends to survive audits until the one time it doesn't. Write down which markings are mandated (cite the section), which follow ANSI Z535 or A13.1, and which are house convention. Auditors respect a documented house rule; they do not respect a misattributed one.
3. Unmarked or ambiguously marked aisles. 1910.176(a) requires permanent aisles and passageways to be appropriately marked. The common failures are partial marking — striping the main run and skipping the cross aisles — and marking that has worn to the point where the boundary is a matter of opinion.
4. Inconsistency between shifts, buildings, or contractors. Second shift uses green for finished goods, first shift uses green for quarantine. Or Plant A's electricians phase-tape brown/orange/yellow while Plant B's use black/red/blue on the same 480 V system. Both are worse than no color coding, because both produce confident wrong reads. One written standard, one supplier, one set of colors.
5. Marking without training or a posted legend. A color scheme that lives only in the safety manager's head is not a control. Post the legend where the marking is used — at the panelboard, at the aisle entrance, in the pipe chase — and cover it in onboarding.
